We have a user who tries to open Outlook, but receives the following
error.

Your personal address book could not be opened.  Your personal address
book has been opened for us by another computer.....

Retry or Cancel.

Selecting Retry only brings up the same message, and selecting Cancel
completely causes Outlook to soil itself and close.

Of course the simple solution is to only log on in one place, but
shouldn't you be able to open Outlook in 2 places, and just not use the
PAB in the second instance?
