Assuming he hasn't sent a message before you enable it? Yes. If not...

Hmmm... That's an overly broad question. It archives a copy of all mail
sent and received by that user (all users on the store, but in this
scenario it's just Untrustworthy Bob) using MAPI while enabled. That
data is accessible by anyone who has permission to the archive mailbox
and that data may or may not contain privileged information..... And
there is some level of additional overhead (admittedly minor with a
single user) which may present a risk to the security of the system as
it relates to stability. 

[1] Well, at last without backup tapes and a _lot_ of time and money.
