Yes, when you use AD and make them the owner of the list they will be able to add/remove users from the DL. They will still manage it through outlook in the same fashion as before.

I know DLs for public folder permissions we will have to be USG to inheret the ACLS, and delegation will happen based on the OU, but if the Project DLs remain as UDG will they still be able to manage the members?
