first try without editing the msExchMailboxManagerAgeLimit attribute.
 
1. Delete the existing mailbox management policy.
2. Create a new mailbox management policy (without E-mail Addresses
property page).
3. The filter rules should be as specific as possible. The LDAP query
should look similar to below:
 
(&(&(& (mailnickname=*) (|
(&(objectCategory=person)(objectClass=user)(homeMDB=CN=YOUR MAILBOX
STORE NAME,CN=First Storage Group,CN=InformationStore,CN=YOUR SERVER
NAME,CN=Servers,CN=First Administrative Group,CN=Administrative
Groups,CN=ORG,CN=Microsoft
Exchange,CN=Services,CN=Configuration,DC=DOMAIN,DC=COM)) ))))
 
4. Under Mailbox Manager Settings tab, uncheck all folders and put in
the spam folders name.
 
Have Age Limit set to '0' and leave the message size unchecked (Any).
 
5. Start Mailbox Management Process on the targeted MAILBOX STORE server.
 
If it does not work, revert and edit the AD sttribute with value of
(3) and rerun the steps.
