I'm going to guess that the OAB is not being rebuilt and that when you
query all groups you are talking directly to the server. Regardless,
delivery to the members should work as Exchange is responsible for
distribution to the DL... If message tracking goes back far enough look
at what it did with the message along with the SMTP protocol logs.

Are you sure the OAB is being rebuilt?
