That was my thought as well. Is there any way to configure IIS SMTP to
relay rejected messages from Intelligent Message Filtering in Ex2003?

I don't know of any "best practices" but I believe that the Windows SMTP
Service is perfectly capable of acting as an SMTP relay host.  I think
it's a better service to put in a DMZ than an Exchange server, for
example.  ISA is probably a better, though more costly, choice.

I am going through a change of ISP, and so I'm looking at network
configurations. The only positive thing that I can think of is security
(IIS SMTP is very solid), while the downsides include the SMTP bouncing
being needed, for example with an invalid email address. If the
connection was directly to the Exchange server, it would get rejected
during the
remote->local SMTP connection. What are the advantages of using IIS to 
remote->route
SMTP mail to an Exchange 2003 server? Is there a best practice on this?
