If something freaks out with OWA, the problem could be on the back-end
server, in which case rebooting the front-end would likely solve nothing.

A front-end server is not necessarily "your SMTP gateway", or bridgehead.
An Exchange server may be a front-end server, a bridgehead server, neither,
or both.  The two functions can be considered to be completely independent
functions.  Further, a SMTP relay server doesn't need to be an Exchange
server at all; the Windows SMTP service provides this function adequately.

This is not to say that your recommendation is wrong, but that it's a
business decision.  There are a number of factors that should be considered,
e.g., current server load, number of mailboxes, number of users using
Internet features (like RPC over HTTP), and number of Exchange servers in
the site.  One size does not fit all.

Yes, use the Front End.  I have ISA in an internalized DMZ (behind a PIX),
and I still have a FE server.

OWA and Exchange over HTTP can put good load on a server. It's unnecessary
load to be put on your BE servers with your stores.  

In addition, if something freaks out with OWA or Exchange over HTTP, you can
reboot a FE server without causing your stores to go down and people with
LAN side direct Exchange connections to have their Outlooks crash or freeze
up because it has lost Exchange connection.

Your FE box will be your SMTP gateway for all inbound and outbound mail
talking with the outside world.  It's gives you a permieter like zone for
first defense AV scanning and provides lots of extra protection that is well
worth the cost of the hardware and another Exchange license IMO.

We were going to put ISA in the DMZ, but moved it to the internal network to
provide two functions:

1. Web Caching
2. OWA Publishing  

Since the ISA server is now internal, do you think it is worth intsalling
the FE server as well?

I would certainly put an ISA Server into a DMZ instead of an Exchange
front-end server.

We are migrating a single site Exchange 5.5 to 2003 in co-existence, with an
already established Native AD.
 
Our original design was to have ISA installed in the DMZ, behind a firewall,
secure publishing OWA and configured to a 2003 internal FE OWA server, that
would also replace the old Exchange 5.5 Internet Message Connection.
 
Since then we have had to use our ISA server internally to replace an old
Proxy server.  Therefore I would be interested if you guys think it is still
worth configuring a FE server in this scenario.  
 
The benefits as I see them are:
 
Future Scalability, we could move the ISA box back to the DMZ (if we
purchase BlueCoat) Single Namespace, if we move ISA to DMZ and for ISA to
publish from, The FE box can provide the Internet Mail Flow to our Mail
Gateway, thus freeing performance for the Exchange DBs.
