If they connect to HQ via VPN, you can still authenticate them to the DC at HQ over VPN. It works fine and if your links are decent (say T1 at HQ and Cable/DSL ar remotes) the process is not long at all. Ideally you'd have a DC set as a Global Catalog in each office over more then a few people so they can authenticate if the VPN is down.
There is a way to allow password changes through OWA, but nothing that prompts them to change their password after it is expired, as far as I know. One work around is to just expire passwords, and when they can't login, they use a 3rd party password reset tools.
