The trusting model for PGP vs. x509 is different, but they both use a PKI structure. The article you pointed to in all fairness is 4 years old and really doesn't give much technical information on PGP and honestly reading it I don't think it is entirely accurate in how it portrays PGP and how it works. PGP definitely does not use a single key and I am not sure where you got information that from. Of course the best source of technical information on PGP can be found at www.pgp.com.
