When you switch to the "Folder View" look in the "Sync Issues" folder and see if there is an error more specific.
Also, you mention other Mail profiles working, what about his profile on another box? Have you ever used GPOs that may have a hold out on his machine profile? If so you can blow away his machine profile and log him in again and recreate the Outlook Profile. Worst case you can try exmerging out his mailbox to a PST, delete and purge his mailbox from the server and recreate it. You can then exmerge it back or import it directly through Outlook.
