KB 327000 tells you exactly what to do.

What it doesn't tell you is that you may need to wait two or three hours
for it to take effect, unless you have implemented KB 327378.

Hello,
We have the following setup. Exchange 2003 SP1 and Windows 2000 SP4.
I am trying to configure a user to have the permission to send as a
different user in AD Users and Computers.
After configure this I am still not able to send mail a different user.
I reveice a message that I do not have permission to send message on
behalf of the user.
Any idea how to do this properly?
