What I found when I dug deep into it was that some mail had been moved / delivered to the users root folder. I found this by opening the mailbox in a client other than Outlook. When I clicked on the top folder, above the inbox, I found a host of mail messages that somehow were placed there. I never did find out how they got there, but after deleting them the mailbox was reporting the correct size in Exchange admin.
