If they are connecting over VPN and using Outlook, then I would assume they are using MAPI. So if there are server side rules, the same rule set applies to both the internal and external machine. But one users old OL will not break another's rules.
Here is a perfect example I am dealing with right now. We use OL2003 in the office. I have an executive that connects from home via VPN and uses OL XP on his home PC.
