If they are connecting over VPN and using Outlook, then I would assume
they are using MAPI. So if there are server side rules, the same rule
set applies to both the internal and external machine.
But one users old OL will not break another's rules.

Here is a perfect example I am dealing with right now. We use OL2003 in
the office. I have an executive that connects from home via VPN and uses
OL XP on his home PC. Every time he logs on with his home version of OL,
it breaks his rule set.

yes - there are remote users using older versions of outlook, but they
also don't use rules that I know of (at least they have not reported a
problem).  By remote, they connect via VPN so to exchange they'd look
like they are on the LAN.

Can old client use by one user affect rules for other users using latest
client?
