Does the sending user have Outlook 2003 with Cached Mode enabled? We have a few users who forget to notice that they are working offline. Then they create a message and it lays in their outbox until they click send/receive, or if they don't ever click it the next time the open outlook it will perform a send/receive making it late.
Check the "Sent Date/time" and make sure the sender isn't the cause of the problem and not the receiver.
