Could be. I've certainly made my share of brainless mistakes. 

I just now talked to him again. Apparently this started happening when
his system was upgraded from Windows 2000/Office 2000 to Windows
XP/Office 2003. And, the Outlook version he is running is at a higher
patch level than mine:

His:
11.6359.6408

Mine:
11.6359.6360

I'm having him contact the Micro Support manager to report the problem,
and see if anybody else is having this same issue.

Thanks again, everybody, for all the great suggestions and assistance.
It is still a mystery, but we've certainly expended a host of brain
cells solving it, and it may just turn out to be an Outlook bug.
