If you put the smart host information on the SMTP Virtual Server then
ALL email whether it is inter-server or outbound external will be sent
to the smart host. It over rides all other settings. 
The smart host will not understand the inter-server traffic and drop or
block the connection - and the queues will build. 

Clear the setting on the SMTP Virtual Server and convert to an SMTP
Connector. You will get the same results as before, except you have more
control over your traffic.

Is there any problem if the smart host is listed on both the SMTP
Virtual Server and an SMTP Connector? I guess I don't understand the
difference between the two.

The reason I'm asking is, email from one of my Exchange 2003 servers to
another Exchange 2003 server is going through my smart host, and I want
it to go directly. I have my smart host's IP address on both the SMTP
Virtual Server and an SMTP Connector. I think I hear you saying it
should _not_ be on the Virtual Server but only on the connector. Right?
