Do you have a Pix firewall in front of the Exchange Server?  If you have 
mailguard enabled AND certain versions of the Pix IOS, it can cause this.  The 
root of the problem is that the sending server is not receiving the final 
acknowledgement receipt.  The solution is either an IOS change or removing the 
mailguard line from the Pix config.

Hello all,

I have one user that received an internet email message last week. The
message was received on July 7th and was delivered. The message is being
redelivered about every 4 hours. I have tracked the message with the
message tracking center and see the activity, but don't understand why
it is stuck in this loop.

The message does have the same message id. I have also checked the
queues and see nothing in them.

We are running Exchange 2003. 

Can you offer any suggestions on how to track this down?
