A mailbox won't have much in the way of permissions when it's first created until: a) an email is received, or b) someone logs into the mailbox.
Default mailbox permissions are inherited by a mailbox from the message store. There are a couple of very detailed permissions documents available at http://microsoft.com/exchange/library that you might find interesting. I think that, in general, a mailbox only has SELF for "Full Mailbox Access" and "Read permissions" until either (a) or (b) above has occurred.
