You've got an Active Directory problem, not Exchange most likely. Do the users receive Email Addresses when you mail-enable them? If you open Active Directory Users and Computers (ADUC) and point it to each DC do you see the same users/settings? >From what I hear, he's got two servers, and each is an Exchange 2003 server AND a domain controller?
