Try to recover it with pfdavadmin.

Server:  Single E2K SP3 on W2K SP4 member server in W2K native mode
domain.  No FE/BE setup.  Latest security rollup and OS patches applied.
Deleted item retention for public folders set to 30 days.

Problem:  Cannot recover deleted items from public folders but can see
those items when using the recover deleted items tool in Outlook.

Troubleshooting:  added dword value of DumpsterAlwaysOn = 1 on the
client machine per KB 246153.  That reg hack has been on my machine for
ever but just added it to the client machine this morning.  Had client
close and relaunch Outlook.  Myself and the client both receive the
message "Outlook was unable to recover some or all of the items in this
folder.  Make sure you have the required permissions to recover items in
this folder and tray again.  If the problem persists contact your
administrator".  Logging in to my machine as exchange administrator or
administrator and attempting the recovery yields the same error message.
KB811358 applies and yesterday I gave temporary full control to the
everyone group per the KB and replicated the domain controllers.  Still
no joy even after waiting for any system changes overnight.  Exchange
admin and administrator have full control rights in the public folder
properties of all public folders through ESM.

For something that seems to be rather straightforward I'm having quite a
hard time with the solution.  Going back to tape could be an option but
having clients able to recover their own boo-boos is a better solution
and it's not working and obviously this is a much better solution than
going to tape each time a folder or items is fat-fingered away.

Something somewhere in permissions is denying this action but I can't
find exactly where.  What am I missing here?
