The correct value is what your customer believes is necessary for them to do
their jobs and business.

The best way, although it's seldom done this way, is to give some reasonable
standard quota, such as 100,000K, and charge the cost center a nominal
charge, such as the incremental cost of disk and tape, for quotas above that
amount.  Then the manager of the department can decide what employees ought
to have based on the business value.
