That would be by design. Go ahead and run ADCTools and have it generate the
other recipient and PF CA's for those other sites. After doing that, you
should see everyone in the GAL.

I've got 1 Org, 5 Sites across North America and UK all on 5.5 still. I
control two of the 5 sites. I set up the ADC for both sites. I've
installed
the first Exchange 2003 SP1 server into one of my 5.5 sites and moved a
test
mailbox. When I connect to the test mailbox, I only see users from the two
sites with the ADC running. Is there a step I've missed? Thanks in
