Fixed this, sort of. It was odd. Only Office 2003, and only sending one
store to another. Fresh installs did not help. Office XP would work
fine.

Ended up creating an new store, moving the target store with the
attachment problem to the new store. All was well after that. Very odd.
I looked and looked and could see no settings different between the
stores.
