Uninstall and reinstall Symantec, but when you do, do a custom install and leave out the Outlook component and Help files. Apply Maintenance Patch 2 from Symantec, and life should be good.
If that doesn't work, uncheck the option in Outlook to use cached Exchange mode. If they are using this and they get large attachments all the time, it could be downloading the attachment in the background and sucking up all the bandwidth.
