Environment: brand new forest, single domain, single Exchange box (non
DC) with only one mailbox on it (domain admin). No service packs yet
installed (but will be before installation). Server OS is 2003 Standard.
Dual 3.0 GB processor w/ 3GB RAM, RAID 5, blah blah blah. Exchange 2003
Standard installed without issue. All services are started.

Problem: When attempting to login (locally or across the network) to
http://server/exchange, I get prompted for credentials. I enter my
domain admin user ID & password, but get prompted for them again. I try
the domain\user combination, and that does not help. I'm logged into the
server as the same domain admin, so I know the credentials work.

IIS Directory security is not yet set for SSL, and I'm not yet using
Forms Based Authentication. Both will be enabled later. I have the
"BASIC AUTHENTICATION (password is sent in clear text)" box checked, and
the default domain is "\" for the Exchange virtual directory.
"Integration Windows Authentication" is NOT checked (OWA will be used
for external access only).

I've been looking at this for a couple of hours, and it's probably right
in front of my face. I'll take a public flogging if that proves to be
the case.

Any ideas where to look? I don't see anything in the event logs, but
don't have full auditing enabled yet (servers just built this morning).

As far as I can tell, all other aspects of Exchange are working fine.
