I believe I finally have this problem solved. Once I upgraded to Exchange 2003 SP2 I could install and use the Exchange ActiveSync Administration tool. With this tool I was able to search for devices that were producing errors in the event log. The problem devices had either 2 or 3 partnerships with the exchange server - one of the partnerships was up to date, the other's last successful update was several months ago. The devices working well only had one partnership. I have deleted the old partnerships and I will see how the event log goes tonight, but I am pretty certain things will now be cleared up.
The SP2 patch went without a hitch on two servers also. Timothy J.
