OK, well, I'm finally done dragging my feet and migrating to Exchange 2003, 
SP2.  My current architecture is 4 Exchange 5.5 SP4 servers, three running on 
W2K SP4, and one running on NT 4 SP6.  The mailboxes are on two of the W2K 5.5 
servers, OWA's on the other W2K 5.5 server, and the IMS is by itself on the old 
NT server.

I did the migration to Active Directory last summer, doing an in-place upgrade 
of all my NT domains to W2K3 AD.  The domain controllers are all W2K3 SP1.  
(There are still quite a number of domains, as I'm the sole admin for 130+ 
servers, and haven't had time to consolidate.)  There are two-way trusts 
between all the domains right now.

So I have this brand spanking new server.  I've loaded W2K3 SP1 on it, and am 
loading E2K3 SP2.  I've run forestprep on the root, and domainprep on all the 
domains (all the domains have user accounts, although all the Exchange servers 
are in a single domain - not the root).  I've brought it up as part of the 
existing Exchange organization/site, with coexistence with 5.5.  I followed the 
Deployment Wizard, and it passes all the dcdiag, netdiag, etc., tests.

Here's the problem.  It no blinky-blinky.  The IS won't start, and the SA 
generates errors up the kazoo.  Most of the errors seem to be topology 
discovery.  The sequence looks like this:
event id 8213 (MSExchangeFBpublish)
event id 1042 (MSExchangeMU)
event id 2102 (MSExchangeDSAccess)
event id 2114 (MSExchangeDSAccess)
event id 9153 (MSExchangeSA)
ad infinitum.  The 2102 error lists pretty much every domain controller in the 
enterprise as "not responding."  All of them have the appropriate Exchange 
Enterprise Servers Manage Auditing setting in Domain Controllers security 
policy.  All are readily accessible via the network.

What the HELL am I doing wrong?!

Thanks for any advice.  I'm about to cancel the upgrade I was scheduling for 
the holiday and actually take the time off like a normal human being, and we 
wouldn't want THAT.
