Ok...here is the resolution... The SMTP VS was set to only Anonymous Authentication and not Basic or Integrated Windows authentication. With Integrated Windows authentication disabled, the FE server had no way to update its link-state with the RG Master (the BE server). Once Integrated Windows authentication was enabled the FE could update its link-state and the connector began to work as expected.
