In the ADC tools I already have 5 CA's - a "Config CA_SiteA_ServerA"
agreement (that the system created) plus a Public and a User CA each for
SiteA and SiteB.

This is where maybe I'm not 100% with the terminology, but I'm not clear
what you mean by a new Connection Agreement, AIUI I already have those?
