I am aware of no permissions which would prevent users from creating folders in their own mailbox. So, if their client hangs in the attempt it's not permissions related. You might check the following: http://www.msexchange.org/tutorials/Exchange-ISINTEG-ESEUTIL.html

I've checked permissions, and the user account has "read" and "full control" permissions. I've tried removing the account then re-adding it, to no avail. I've also tried adding additional user accounts to see if they could add folders but had no luck with that as well. When I do try to create a new folder it will cause outlook to hang.
