What clustering permits you to do is have basically load-balancing of mailboxes
between multiple Exchange servers. All the Exchange servers have the same
name, and they decide amongst themselves which mailboxes go where. The clients
just type in the Exchange server address; they don't know or care whether
there's one server or a cluster of 4 with the same name.

Doesn't do a damn thing for bandwidth issues.
