You're not going to get anywhere with the Sites and Services snap-in. They must mean ADSIEdit.msc. With this tool you can bind to the Configuration partition and then navigate through the tree until you find the MTA object mentioned (should be below CN=ANDOVER and will be called CN=Microsoft MTA). Click on the security tab, click Advanced and insert a check in the box next to "Allow ineheritable permissions from the parent....".
