Mx records of the same weight are returned in random order when a DNS
lookup and compliant sending MTAs will try the first one returned first.
If that server is unavailable it will try the next. For jr.com there is
only one Mx record in your public facing DNS, so I guess you're speaking
about some other unnamed domain here. 

For our hosted applications we've used multiple equally weighted Mx
records in the past and have seen a pretty even split in terms of
messages across each MTA.
