The most functional way is to simply enable the Send As permission and have her modify the From address to be the CE's
I would think the most accident proof way to do this would be to set up a separate profile on the PA's computer for the CE. Then she launches Outlook for either herself or the PA and closes it when done with that session. The Send As permission still needs to be set however. User friendly ...
