The following seems to work in my test environment. Prior to doing the 
following changes I was prompted by authentication, now I can access without 
any authentication.


In exchange system manager you need to allow anonymous access on the HTTP 
Protocol

Then allow anonymous access to the root public folder

Then create the folder 
And assign the appropriate permissions

The folder then can be accessed via http://servername/public/

You may need to tweak the permissions on the other folders so they are not 
viewable by the anonymous account

And you can shortcut to it via 

http://servername/public/foldername/

(bear in mind it is best to use no spaces in the folder name  otherewise "my 
folder"  url is http://servername/public/my%20folder/ )
