I'm on a plane right now and can't look it up but you might check your default SMTP virtual server settings in Exchange. IIRC there is a setting that lets you limit number of recipients on a message. Hard to believe it could be set to 1 (and the default is much, much higher) but I guess that could produce the results you're seeing.
