I run into that from time to time (I have quite a few different domains). The way I deal with it - yes, I know it's jury-rigging, not really correcting the problem, but sometimes one simply has to get things working as quickly as possible - is to move the mailboxes from one Exchange server to another. That seems to kick something in the butt and generate the address stamp and the GAL listing. Then I move them to where they belong.
It's definitely a RUS issue, but who has time for troubleshooting a hard-to-replicate intermittent issue when you have a workaround?
