That sounds right to me if the PST does not have the RTF_COMPRESSED and the message gets stored in PR_BODY
The RTF aware bit is just saying: IF PST do "this manual process" ELSE IF OST or exchange store don't because it is automatically done. Effectively the RTF-aware bit is a red herring your excellent knowledge on the message structure; that RTF_COMPRESSED is not in a PST and the RTF has to go into PR_BODY is the key thing.
