A mail-enabled universal security group would be correct, yes. Use Exchange
Tasks to mail-enable the group if it is not already mail-enabled.

Subject: Public Folders Group Permission

  Hello Guys, 20

   I'm trying to setup my Public Folders permission so I can add Groups and
grant the rights to that instead of having individuals ( we were in mixed
mode ) granted the right to the public folders. I've gone through and
created a USG and dropped myself in the group. Then I went into the client
permission for the public folder and added the group as an owner of the
folder. The problem is when I go to edit the folder from outlook it does not
give me the permissions tab where I can go and edit the perms for the
folder.=20

   Is the USG group the correct group to create for managing permission of
the Public Folders. Do I have to assign rights for the group in another
location besides the Client Permissions?
