You could try reinstalling Exchange.

Recently we had to move the exchange 2003 server install from one partition
to another.  Exchange runs fine (POP, SMTP, RPC over HTTP) all run fine.
OWA doesn't work at all.  You can log in but get no images and continually
sits at "Loading"  Only think I can think of is that it is looking at the
wrong location for files.  Is there a way to uninstall just OWA and then
reinstall it so it will find the correct locations for files?
