Restart Outlook after making a change, if necessary. Then select Contacts (or some other contact-type folder as necessary) and select Tools > Recover Deleted Items. If the users is using Outlook 2003 with cached mode, the item might not be there if the above registry value wasn't set when the item was deleted.
