We do not have this problem with 11.8010.8036 SP2 as a client to E2K3,
with no addins.

So I might ask about addins?

Hi All,
       Looking for advice on the following issue. At a client site,
users with Outlook 2002 do not experience the Outlook behavior that
Outlook 2003 users do. When the OLK2K3 user selects 'New Mail Message'
the new mail window goes background, i.e., behind the active Outlook
window. To get to the new mail message the user has to minimise outlook
or select new mail message from the task bar.
  
Scenario is ;  Outlook 2003, SP2 and latest fixes (Sept 06)  Exchange is
2000 ( SBS 2000 ), SP and latest fixes (Sept 06)

Any clues  please ?
