What stronger case do you need than what you just laid out?  Are we
talking real PHBs here, or what?
Anyway, I seem to recall an article in Exchange Administrator in the
past two years on how to build a poor man's archival system.
Another case you can add to your arsenal is the legal one for retention
of email.  I don't know what your jurisdiction is, but you're bound to
have some such requirements.

Management refuses to place limits account size. They balked at paying
for an archiving service like MessageOne. Our system has 400 users with
over 200 GB of storage. Two Exchange servers and an OWA front end. One
user has over 6 GB account, had cache mode checked, and lost his in box.
We restored it.

System seems be increasingly creaking and groaning under it's own
weight. Response times sometimes slow. 

Looking for support in making case for either account size limit or
archiving. Empirical data desired.
