What stronger case do you need than what you just laid out? Are we talking real PHBs here, or what? Anyway, I seem to recall an article in Exchange Administrator in the past two years on how to build a poor man's archival system. Another case you can add to your arsenal is the legal one for retention of email. I don't know what your jurisdiction is, but you're bound to have some such requirements.
