Limits can placed on the mailboxes, but also on the mailbox store.  Did
you check the latter?
Outside senders are getting their attachments bounced by which server,
yours or theirs?
Have you checked your antivirus and antispam for attachment rules? Or
the quarantines?
Posting an actual NDR would be helpful, either yours or theirs.

Have hhad little help researching this so I was hoping maybe someone has
dealt with this issue before.

Problem started this morning with a client saying he was getting an
error sending e-mail with an attachment.  Two small word attachemnts.
Gets a 0x80040610 error saying attachment has exceeded message size for
user.  

There are no limits on this user. 

He figures out if he combines the two into a single doc he can send the
email.  Reports an hour later that people are trying to send him e-mail
with attachments are complaining that they are getting the mail bounced
back to them in their organizations.  

Regular messages internally and out of the organization seem to be
unaffected.

Any help or direction would be great.
