Limits can placed on the mailboxes, but also on the mailbox store. Did you check the latter? Outside senders are getting their attachments bounced by which server, yours or theirs? Have you checked your antivirus and antispam for attachment rules? Or the quarantines? Posting an actual NDR would be helpful, either yours or theirs.
