Warning: Long... Sorry....  Trying to be detailed.

Within the last few days, we started noticing an error whenever we would
set up a new Outlook profile for a user on a new PC, or would hit
Send/Receive in Outlook.  After some investigating, it appears the error
is related to downloading the Offline Address Book.   We receive the
following error in the Sync folder on the Outlook client.

10:02:48 An error occurred while decompressing the Microsoft Exchange
offline address book files.

I can also duplicate this error by simply choosing Tools > Send /
Receive > Download Address Book... from within Outlook.

I looked at the Exchange server and did notice that the RUS for our
child domain was still pointing to a recently decommissioned AD
controller.  I fixed this, pointing RUS at the new DC and then had RUS
do a rebuild.  Then I tried to do a rebuild of the OAL...  When I did, I
got 9360 and 9331 errors on the Exchange server's App log, so I followed
the instruction in MSKB 922255.

Now I'm not getting the 9360 and 9331 errors any longer, but I am
getting 9109 and 9116 warnings when I try to rebuild the offline address
list:

OALGen encountered an error while generating the binpatch.oab file for
differential downloads of address list '\Global Address List'.  Clients
will not be able to incrementally update to the new version of the
offline address list, they will perform a full download instead.  This
is normal if this is the first time this offline address list has been
generated.  Check other logged events to see if this is a serious error.

I've done more digging on the errors above (on EventID.net, the MSKB,
and Google), but haven't found anything that has been helpful...
Nothing matches that "internal ID" in the 9109 event...  And the
suggestions on checking the PF permissions and such haven't shown
anything to be out of whack...

Unfortunately, after all that, I'm still getting 0X8004011B errors on
the clients when trying to download the offline address lists.  I've
even tried removing the .oab files from:

C:\Documents and Settings\j<username>\Local Settings\Application
Data\Microsoft\Outlook

...to see if I could force a full sync on the client...  Same 8004011B
error.

So the questions I have are these:  Anyone have any other pointers as to
why I am getting these errors and why the client's can't sync the
offline address list?  Is it safe for me to delete the messages in the
Offline Address List public folder and try to rebuild again? (if this
won't help, somebody tell me I'm barking up the wrong tree)
