The lower the cost, the higher the priority. True. But I don't think you will see the difference if you have one at 1 and the other at 10 versus one at 1 and the other one at 90.
Back in the day, Exchange 5.5 was supposed to NEVER use connectors with the cost of 100 unless there was absolutely no other way. But I am not sure if this always worked 100%.
