If you enforce settings on the users in advance (which you should be doing anyway - otherwise users will have no passwords and your data is not protected) then there is no prompt.
It is only transparent if the device has security settings enforced. If they press Cancel, they can still gain access to all the data on the device, it just won't sync any new data.
