If you're not using E2007 then that is your only option.

What are my options for automatically duplicating an individual users
outbound e-mail? I ideally need it to go to another user, similar to the
way exchange lets you forward all inbound e-mail and deliver it to the
original recipient at the same time.
Creating a dedicated mail store for 1 user with journaling enabled will

be a good option.
