What about exporting the calendar to a .pst and using that to import to
the public folder - and ditto with the contacts, export them to a .pab
and import them to a public folder calendar.  That could certainly be
scripted, and exmerge does a fine job of that kind of thing.

I need to share public calendar and contacts. I have a user with
contacts and calendar. I can share that fine but I cannot use the shared
contacts in email unless I create a public folder. I also have a public
folder for calendar. The problem is I cannot use the main user contacts
or calendar as public folders So I have copies of the contacts and
calendar in the public folders. This leads to synchronization issues. 

1. is there a way to automate copying or syncing a users calendar and
contacts to public folders.

2. Is there a better way. I want calendar and contacts visible in OWA
and this is the only way I see to do  this
