For question #1...I've sometimes forgotten that I'll test a mobile device -- the MobileAdmin console remembers the device forever. Check the last sync time.
For question #2...I'm not sure what you mean by 'global level' - do you mean the Mobile Devices policy in Exchange System Manager? Lastly, if ActiveSync for all users as default and we want to turn it off for all users and back on only for selected users, do you have to go to each and every users account and turn it off or is there a way of "mass applying" turning off the service?
